Fugitive emissions in the USA have been estimated to be in excess of 300,000 tons per year, accounting for ~1/3 of the total organic emissions from chemical plants. Volatile Organic Compounds (VOC) are of significant environmental concern because some VOCs have the potential of photochemical ozone creation, ozone depletion, global warming, summer smog, toxicity, carcinogenicity, etc.  Studies in various refines indicate that ~ 60% of fugitive emissions are caused by leaking valves. In a typical refinery, there are ~17,000 different types of valves.
